HSE initiative on HSG65 “successful health and safety management”
Many safety professionals and organisations will be aware that the HSE has been reviewing its approach to occupational health and safety management and its flagship publication HSG65, which was first published in 1991 and updated in 1997. The “refreshing” (HSE wording) of the document is nearing completion. It will reflect the output of Lord Young’s review and other Government initiatives.
It is intended that the document be published for public comment in about 2 months time and that the final document itself will be out in autumn. The new approach will focus on a Plan Do Check Act approach (similar to the approach adopted in OHSAS 18001) and be more amenable to integration into an organisation’s business management system. HSE will provide guidance for those wishing to take on this new approach. However, this should not be necessary if the organisation has an effective OHSAS or HSG65 system in place.

Government initiatives
Chris Grayling, MP, Department for Work and Pensions, will take forward Lord Young’s review and the theme document Common Sense, Common Safety . A statement was made to safety organisations and industry leaders on 21st March on progress made so far and the next steps in the programme.
It is clear that the Government is focused on simplification and removal of unnecessary burden. There will be a significant reduction in proactive inspection (30%) but it is understood there will be charges made when organisations are found to be wanting and the HSE have to become involved in ensuring the organisation improves its performance. It is understood that they intend to leave the good organisations alone and to target and charge those who are not delivering.
